Executive Director and Undersecretary of the Presidential Human Rights Committee of Philippines

Mr. Catura graduated from the University of the Philippines in Diliman with a degree in Mass Communication. He was a former director of the National Unification Commission which crafted the Philippine government comprehensive peace process policy in 1993. He was the Director of the Commission on Human Rights; the Executive Director of the Office of the Presidential Adviser on the Peace Process and the Business Development Manager of the Phividec Industrial Authority .
