Premier Li stressed the significance of rectifying the problems discovered in the audit when presiding over the executive meeting of the State Council. After listening to Audit Office’s Work Report on Central Budget Execution and Other Financial Revenue and Expenditure 2013, Li reaffirmed that the problems discovered in the audit would be firmly rectified and the clear accounts would be offered to the public.

Supreme People’s Court convened the press conference and introduced the details on the 4th Five-year Reform Program of People’s Court (2014-2018). This program was a programmatic document to guide the reform work of courts in the following five years. It coincided with the Third Plenary Session of the 11th Central Committee Decision and Central Judicial Reform Office Opinions, clarified the overall thoughts of the courts reform, and put forward to preliminarily build a socialist judiciary power execution system with Chinese characteristics till 2018.

In Yangzhou, International department of Ministry of Foreign Affairs and Commission on Human Rights of Australia jointly held capacity-building training courses for those competing for UN human rights mechanism posts. Hua Liu, special representative of human rights affairs of Ministry of Foreign Affairs, Jinhua Hong, president of Municipal Committee of CPPCC and project manager of Commission on Human Rights of Australia attended the course and delivered speeches. More than 30 officials and experts from both China and Australia attended the three-day training course and they will discuss closely and friendly on three themes: UN human rights mechanism, duties and functions of special mechanism of human rights council and how to compete for special mechanism of human rights council.

The State Council Information Office issued the white papers of China’s Foreign Aid (2014) describing objectively and comprehensively the details of Chinese government’s foreign aid from 2010 to 2012. It pointed out that China offered foreign aids without attaching political conditions, without interfering the internal affairs of recipient countries and with respects to recipient countries’ rights to freely choose development roads and modes. China upholds the basic principles of foreign aids: mutual respect, equal treatments, keeping promises and win-win cooperation.

Shanghai pioneered the deployment conference of judicial reform pilot in the whole city, including executing the regulation of “limited posts” among judges and procurators, allowing to select judges and procurators from lawyers, strengthening the system of “inquisitor involving in judging and responsible for it” and unifying the personnel and finance management of local courts. This conference marked the beginning of judicial reform and all pilot measures taken will be high-profile.[page]

The 12th Seminar on Sino-German human rights was held in Beijing today. The seminar was themed at international laws and human rights protection. Experts and scholars from China and German exchanged ideas and discussed deeply and frankly on how to use international laws to protect sovereignties and citizens’ rights from different countries and how to connect international human rights conventions with specific conditions of each countries. Board consensus was reached. Mengfu, Huang, former vice president of the National Committee of CPPCC and president of Chinese Human Rights Development Foundation, and Yuying, Cui, vice head of the State Council Information Office attended the seminar and delivered speeches.

Supreme People’s Court released “The approval on Compensation Committee of People’s Court to rectify former compensation standard of personal liberty’s violation based on article 30 of State Compensation Law of China”. The approval will take effect from August 1st, 2014.

Recently Supreme People’s Court released Provisions on People’s Courts to Accept the Supervision of Case Litigants in the Process of Trial and Execution to request courts at different levels to execute the systems such as incorruption supervision card and incorruption return visit and accept the supervision of case litigants in the process of trial and execution.[page]

Ministry of Education and the State Council Information Office held the unveiling ceremony in Beijing for the second batch of national human rights education and training centers, including the center for human rights studies of Renmin University of China, the Center for Human Rights Studies of Fudan University, the institute for human rights of Wuhan University, the center for human rights studies of Shandong University and center for human rights education and studies of Southwest University of Political Science and Law. Haocai, Luo, vice president of the 10th National Committee of CPPCC and chairman of China Society for Human rights Studies attended the ceremony and Weihong, Li, vice president of Ministry of Education and Yuying, Cui, vice head of the State Council Information Office delivered speeches respectively. They stated that the founding of five new national human rights education and training centers reflected the great importance Chinese government attached to human rights affairs and the hope to build socialist human rights theory system with Chinese characteristics, spread the knowledge and culture of human rights, develop policy consults and social service, promote foreign exchanges and international communication and make greater contributions to human rights affairs of our country.

A TransAsia Airways plane of Taiwan with 54 passengers and 4 cockpit crews on board flying from Gaoxiong to Penghu crashed into Penghu. 48 of them were killed, 8 were injured and another 5 were injured on the ground caused by the crash.

Ministry of Human resources and Social Security declared that off-site deposit of basic pension accounts for the retired were free of charge under the situation that the deposits were the first two deposits every month and each of them is fewer than 2500yuan (2500 included). The other deposits except those mentioned above will be charged service fees.

A violent terrorism attack arose in Shache County of Xinjiang Uygur Autonomous Region. it was a serious violent terrorism attack which is organized, designed, and well-planned by both inside and outside terrorism groups, causing 37 deaths (35 hans, 2 uyurs),and 13 injuries, 31cars being hit and 6 of them being burned. The case ended with 59 terrorists being killed, 215 related terrorists being arrested and crime tools such as jihad flags, broadswords and axes being captured.[page]

Supervision Report on National Disable Persons’ Living Conditions and Their Process of Being Moderately Prosperous released by China Disable Persons’ Federation demonstrated that the living conditions of the disabled persons are being improved apparently and steadily with the living index growing by 4.8% and reaching 75.7%.

The State Council released Opinions on further promoting the Reform of Household Registration System. It pointed out that it is essential to unite the household registration system of town and country, eliminate the difference between agricultural household and non-agricultural household, cancel the use of blue-print Hukou, and register all the household as family household to reflect the administration function of population registration by household registration system. It also called for the consistence of education, health, family planning, employment, social security, housing, land and census systems between town and country.

Premier Minister Li presided over the executive meeting of the State Council and requested to strengthen the service for rural workers and steadily promote the urbanization of the shifting agricultural population, discuss Provisional Regulations on Real Estate Registration (Consultant Draft) and determine to ask the public for opinions, properly release the statistics of unemployment rate of big cities and towns to better serve the economic and social development.

Ministry of Education released Open Lists for Higher Education Institutes involving ten articles and fifty specifications including some sensitive information the public concerned such as entrance exams, finances, asserts, and charges of institutes. Ministry of Education requested all the institutes to release the information on list timely and accurately to accept the supervision of the society.
