Sept. 1

The State Council issued Guidance on the Implementation of the New Rural Pension Pilot Project. The pilot project is expected to start in 2009. 10% of counties nationwide will be covered by the end of 2009 and most of the counties will be covered before 2020.

Sept. 2

China's State Council, the Cabinet, announced a plan to push forward a pay for merit pay system in health units and other public-sector organizations to stimulate workers' enthusiasm.

Attendees at a State Council executive meeting, chaired by Premier Wen Jiabao, agreed the performance-based salary, a major part of the reform on income distribution system in public-sector organizations, would be of great significance in increasing staff initiative and improving public service levels.

Environmental Protection Department, in Shaanxi, held a meeting on preventing heavy mental pollution. Minister Zhou Shengxian stressed the significance of preventing heavy mental pollution and urged to take actions to address the environmental problem.

State Administration of Work Safety, State Administration of Coal Mine Safety, Ministry of Human Resources and Social Security, Ministry of Health and All-China Federation of Trade Unions jointly held a video meeting to launch a campaign to deal with dust pollution and toxic subsistence..

Sept. 4

The Political and Judiciary Commission under the CPC Central Committee, Organization Department of the CPC Central Committee, Propaganda Department of the CPC Central Committee and Ministry of Education jointly held a meeting in the Great Hall of the People to mark the first publication of a book on socialist rule of law.
