Abstract: Human rights and social development used to be “two rails that never cross each other.” With the development of human society, especially the unbalanced development in the international society, the right to development is admitted into the category of human rights. According to the theory of development right, development is considered as both the method of the realization of the development right, and the purpose of the development right. In this article, the development as a method of the realization of the development primarily refers to that a nation is obliged to work on the realization of the development right by promoting development in various aspects like economy, society, culture, and politics. This is the basis of legitimacy any nation relies on. The development as the purpose of the development right refers to the development of human, i.e. human‘s general and free development. To clarify the two concepts in the theory of development right can help strengthen the recognition of development right and to better achieve the realization of development right.
