The Fight against Terrorism and Religious Extremist: Some Reflections and Remarks

Abstract: Combatting the terrorism as result in very large part of religious extremist seems that the most important and dread challenge for all countries since the beginning of this current century. So we know that terrorism is not a new phenomenon, but we have to mention three main changes concerning the terrorism nowadays: the international scale of the issue, the closest link between terrorist attacks and jihadist groups, and at last the number of victims, around 2000 people since the World trade center assault lost their lives, and more 10000 were injured.
 
The most part of the States, concerned or not concerned, took the decision to promote the cooperation against terrorism in the framework of international organizations, universal and regional, both by measures planned and by the conclusion of international treaties. Earlier China brought its overwhelming support, as European Union, for this global approach and in favor with international counter-terrorism instruments. The avowed aim was at the same time to combat terrorism, religious extremist and the terrorism threat, because the terrorist’s willingness lies in impeaching and destroying our way of life, freedom, rule of law, the human rights by all means, especially the most violent .
 
However if by a resolution of the United Nations General Assembly entitled Global Counterterrorism Strategy adopted in 2006, States members reacted to urge in order to take a large range of measures to fight and prevent terrorism, and to stop its spread, many international and continental rules and instruments were passed after 2014/2015 in connection with a new wave of terrorist attacks very bloody. So the public expectations around the world were conducive to a stronger involvement in the fight against terrorism, by strengthening means, in China in particular.
 
Beside the resolutions, United Nations has been the framework of the writing and adoption of 19 conventions dealing with terrorism actually in force. At the European scale, on one hand the Council of Europe gathering 47 States members has adopted several treaties, and in particular one concerning the Prevention of terrorism, and on the other the European Union with its 20 State parties has developed many instruments and included counterterrorism clauses in bilateral and multilateral agreements. 
 
In line with the content of all these instruments, and with the national legal answers, the fight against terrorism and religious extremism focuses on a range of six main targets: the combat against the financing of terrorism by tracking the suspicious movements of funds; the fight against terrorist propaganda, particularly on internet; the implementation of programs on counter-radicalization in certain areas like prisons; the implementation of deradicalisation and rehabilitation programs; the creation of general structures for training police force, teaching profession and all persons likely to be concerned; and at last the implementation of State education programs to prevent the radicalization mainly to rally young people in order to share the State values and society principles.
 
On all of them, the States put in force many actions, and ran several programs, so we had to acknowledge the Chinese policy to be one of the most developed and efficiency, particularly in the field of preventive actions.
