Exploration and Experience of Radicalization and De-radicalization in Xinjiang

Abstract: In the past 30 years, China’s Xinjiang has been infiltrated by international extremism, forming a “three forces” (violent terrorist forces, ethnic separatist forces and religious extremist forces). They aimed to split China's Xinjiang, establish a political and religious unity regime, use extremism and terrorism as a means to collude with foreign terrorist organizations, spread extreme ideas in Xinjiang under the banner of religion, mass-produce terrorist incidents, which pose serious impact upon social stability and economic development in Xinjiang. It has a serious impact on people’s lives and even regional peace as well. Anti-terrorism and de-radicalization have become important issues in Xinjiang, China.
 
Over the years, Xinjiang has been arduously exploring effective ways to eliminate "East Turkistan" terrorism and de-radicalism. Since the 1990s, it has successively implemented measures such as cracking down on comprehensive management and using modern culture as a guide to eliminate terrorism and its breed soil. After 2016, Xinjiang has adopted a series of strong measures based on summing up domestic and foreign anti-terrorism and de-radicalization experience and lessons, such as extensively mobilizing the anti-terrorism and de-radicalization people's wars of all ethnic groups, improving and relying on laws and regulations, and establishing Teaching &Training Center, cutting off the financial and information channels of extremist forces at home and abroad, strengthening border management, strengthening the reorganization and reshaping of the ideological field, strengthening the national counterpart support for Xinjiang, and implementing precise poverty alleviation measures, the serious situation in Xinjiang has been effectively curbed for more than three years. There was no violent incident, Xinjiang’s social stability and law and order were unprecedentedly good, and the spiritual outlook of the people of all ethnic groups in Xinjiang has undergone tremendous changes.
 
Xinjiang has achieved staged victories in anti-terrorism and de-radicalism. Looking back at history, some experiences are worthy of summing up and attention. First, we must seek truth from facts and explore appropriate ways to counter terrorism and de-radicalization according to national conditions. Second, we must broadly mobilize the people of all ethnic groups to form a consensus and synergy among the people. Third, we must improve laws and regulations, and control terrorism and extremism according to law. It is the government that has a high degree of responsibility. It must fight against terrorism and extremism. It must reshape its mind and help it integrate into society and integrate into the country. Fifth, it must achieve the dual development of material and spiritual and dual modernization, international exchange and cooperation.
