Ambassador Hector Constant Rosales, has been the Permanent Representative of Bolivarian Republic of Venezuela to the United Nations Office and other International Organizations in Geneva since December 2, 2020.
Prior to his appointment to Geneva, Ambassador Constant Rosales had been serving as the Permanent Representative of Venezuela to the United Nations Educational, Scientific and Cultural Organization (UNESCO) in Paris since 2017. He concurrently served as the Chair of the Programme and External Relations Commission of the Executive Board of the UNESCO since 2019.
Ambassador Constant Rosales was Venezuela’s National Coordinator at the Southern Common Market (Mercosur) from 2015 to 2018, after serving as Deputy National Coordinator from 2013 to 2015. He served as a political negotiator and a member of the Executive Presidential Secretariat of Venezuela at Mercosur between 2008 and 2013. From 2007 to 2010, he was the Executive Director of the Pedro Gual Institute of Higher Diplomatic Studies, Ministry of External Relations of Venezuela. He joined the Ministry of External Relations of Venezuela in 2004.
